Step 11
Duplicate your point that you just made. Now press Ctrl + T to go into Transform Mode. What we need to do is change the axis of rotation. To do this, hold Alt and (you may have to zoom in) click the circle at the middle of the transform area, and drag it down to your circle which you created in Step 9. Now hold Shift and rotate your point so that it is at 3 o'clock. Repeat until you have a point a 6 o'clock and 9 o'clock.

Step 12
Time to make the hands! For mine I'm just having an hour and a minute hand. Let's start with the minute hand. Make a new layer. Grab your Pencil tool, and make it 2 px. Change your foreground colour to #B5DFFF (or whatever colour you would like your hands to be). Drag a line starting from just below your centre point to just below 12 o'clock.

Step 13
Go to Transform Mode again (Ctrl + T) and do what we did in Step 11. That is, Alt click the circle in the middle of the transform area and drag it down to your centre point. Now rotate it to where you want to point at.

Step 14
Now make a new layer and select your Pencil tool again. This time increase the size of the pencil to 3 px. Draw another line like before, but make it slightly shorter, like an hour hand is supposed to be. Repeat Step 13.
Step 15
Go to your Layers palette and move your centre dot layer up to the very top of your layers.
