Step 1

Open up a new document - 96 by 96 pixels. Keep the background setting to transparent. (RGB color mode) and resolution should be 72 pixels/inch. Don't use the first default layer. Create a new layer, name it face. Foreground color = #ffc526. Use the ellipse tool and draw a perfect circle (shift + drag) on the 'face' layer. In the Gradient overlay blending option, set the opacity to 22% and set the angle to 50 degrees. You should have something similar to this




Step 2

Make a new layer called eyes. Foreground color = #ffffff. Draw two circles of different sizes on the layer. Make one considerably smaller than the other. Apply a Outer Glow , Inner Glow and a Gradient Overlay. Your image should look like this at this stage.




Step 3

Make a new layer. Name it 'mouth'. Now set the foreground color to #000000 and draw a circle on the face (don't cover the entire face) like the image below. Grab the rectangular marquee tool, select the top half (till below the eyes) of the mouth and delete the selection. The second image shows what the smiley looks like after the selection is deleted.







Step 4

Make a new layer called tongue. Set foreground color to #ff0000. Now make a tongue . Use Step 3 as a guide. Apply an Outer Glow, Inner Glow and a Gradient Overlay. This is what the image should look like now.




Step 5

Now grab the pen tool and make 7 random points, 5 outside the face and 2 inside the face. Make sure the foreground color is set to #ffffff. Join the first and the last points. Now Right Click>Make Selection. Then grab the Convert Point tool (Right click pen tool option and select convert point tool from the drop down list.).Click on one point inside the circle and drag it around to create a random wavy line on the face. Do the same with the other point. (You can have one point inside the circle, two just gives you more design options.). You should have something like the second image.







Step 6

Notice that a new layer is created when you use the pen tool. Set the layer mode of this layer to Soft Light and set the opacity to 50%. This is what you get. On the top layer (i.e. the shape layer) erase the bits of color on the outside of the face that you don't want.




Then on the first layer (Layer 1) which is at the bottom of your Layers window, make a suitable background for you image if you are using it as a display picture or leave it blank if you want to make an emoticon. These are 2 designs I came up with.
