Step 1
Open a new document 400x200px. Fill the background with #1e1e1e. Add a new text layer and add some text, the font which I have used here is Verdana, Bold, 30pt, Strong, #d92626.

Step 2
Create a new layer named 'text shine' and select your text layer (Ctrl + Click on the layer's icon) and using the Rectangular Marquee Tool deselect the bottom half of your current selection (Alt + drag). Fill your selection with #ffffff, lower the opacity of the layer to 20%.

Step 3
Add an Outer Glow and a Stroke to your text layer.
